Yes, this assignment is a collaborative essay where you and a partner will both perform a rhetorical analysis of a chosen, contemporary speech or performance and engage a cross-dialogue of the issues you are examining. Please note that the work is collaborative, but the grading is not.
At the most basic levels of collaboration, you can cut a paste separate texts and then construct your introduction and conclusions together. The depth and mixing of your writing and voices depends on a few factors: how well you vibe as writers/thinkers, how much time you can devote outside of class, and how quickly you both gel. Regardless of these constraints, you should be able to create an essay where you interrogate two rhetorical artifacts.
